Calling on all students and teachers of students who struggle with reading and writing!  From elementary school grades upwards, a student’s daily activities commonly involve reading followed by writing; reading a book and then writing a report, reading a poem and answering questions, reading a mathematical question, working out the answer and writing it down. 

The reason this has continued to be the standard lesson format is because in general, for most students, it works.
